We just plan to use Cinder blocks. Rebar to hold in place, filling the inside with cement. This will keep the plants a more level temperature. In the bottom before we put the soil in we will secure 1/2"X 1/2" hardware cloth to keep the mice, gofers and such out of the raised beds. After that we will set up a hose water system to water the beds. We put this down before the soil goes in. Each bed will have their off and on switch. Honestly will not cost much to put this in yourself. That way when we water there will be little if any water loss and the plants get what they need...very important in dry areas of the country. After all that is done,, we fill up with good soil. We will top the Cinder blocks with flat stones for seating.
